A conflict of interest exists when a UMB employee (faculty or staff) or trainee (student or fellow) has a financial interest that may affect, or may be perceived to affect, the integrity of the employee or trainee’s academic activities. Maryland State (Public Ethics) law prohibits a UMB employee from having any financial interest in an entity while being involved in any business or relationship between the University and the entity, unless an exemption is granted by the UMB President in accordance with the Maryland Public-Private Partnership Act. The U. S. Public Health Service (PHS) and the National Science Foundation (NSF) also have regulations governing situations in which investigators involved in PHS- or NSF-sponsored research have significant financial interests that may be affected by the results of the research. In such cases, the significant financial interest, as well as whether or not the resulting conflict of interest has been managed, must be reported to the PHS or NSF, as appropriate.
