Grants.gov allows investigators to electronically find and apply for competitive grant opportunities from all Federal grant-making agencies. Most submissions from UMB will be made system-to-system via Coeus. For those not yet using Coeus, or for agencies or forms that are not yet set up in Coeus, applicants will continue to use PureEdge or Adobe Forms. Grants.gov is currently transitioning to phase out of PureEdge software to using Adobe Forms software exclusively. For a period of time applicants will still use PureEdge when it is applicable to a specific funding opportunity. Getting started with Grants.gov at UMB Do not register on Grants.gov or in CCR. University of Maryland, Baltimore is registered as institution. Office of Research and Development Contract & Grant Officials are registered as Authorized Organizational Representatives (AORs). Individuals do not need a DUNS number or CCR registration if submitting through the University. Coeus users will connect to the Funding Opportunity Announcement from the Proposal Details tab in Coeus. Enter the Program No. (funding opportunity ID), then choose Action -> Grants.gov from the menu. If Coeus warns that "This proposal is not a Grants.gov candidate", or if it appears that mandatory forms are missing, contact ORD for assistance. In some cases, Coeus may not be set up to submit to a specific agency or certain funding opportunities. In those cases, PureEdge or Adobe Forms must be used Download a compatible version of Adobe Acrobat Reader -- Set preferences so that the application DOES NOT update automatically. You can install Adobe Reader in addition to having Adobe Professional software installed. Use only Adobe Reader to open and complete Adobe Forms.
Whether the submission will be made system-to-system via Coeus or directly to Grants.gov using the Adobe Forms, ensure that you have software to create pdf files from Word or other applications. Many sponsors require that all file attachments be pdf files. Regardless of the Sponsor’s system requirements, all proposals must be approved by the Office of Research and Development prior to submission to the Sponsor. Some of the sponsor’s electronic forms cannot be changed by the Office of Research and Development. PIs and administrators need to include the correct Data for Proposals to avoid delay in review of the application. ORD will contact the administrator or PI if the electronic record cannot be corrected by ORD. NIH eSNAP Noncompeting continuation progress reports for NIH grants that fall under “SNAP” should be submitted electronically through NIH eCommons. This system provides grantees the ability to enter data into forms as well as upload files for the progress report and other supporting documentation. If you are using the NIH eSNAP to electronically prepare and submit your non-competing SNAP progress report, do not use the PHS2590 fillable form pages for any file uploads. eSNAP submissions are due 45 days prior to the budget start date (hard copy submissions are due 60 days prior), thus providing the PI an extra two weeks for preparation.
