Export controls are legal prohibitions against exporting certain materials, software or technology without a license. The relevant regulations are controlled by several different Federal agencies. Export controls include blanket restrictions, such as certain embargoed and sanctioned countries. Export controls include various lists of controlled technologies. Export controls also address “deemed exports”, which is the release or disclosure of technology or technological information to a foreign national in the United States. Because these laws may conflict with our tradition of academic freedom and openness in research and impose severe criminal and civil fines for noncompliance, it is important that all persons involved in sponsored research understand the regulations and implementation requirements. Complete the Export Control Questionnaire and submit it to Marjorie Forster for projects involving: Shipping items internationally. Traveling outside of the United States. Foreign national(s) participating in the research. Collaboration with a researcher or institution from outside the United States. Contractual restrictions on publishing, proprietary information, or foreign national participation. Research on or testing of military or dual use technologies.
