Federal Contracts

Proposals to Federal government agencies in response to a Request for Proposal (RFP), Request for Quote (RFQ) or Solicitation can be complex. Sufficient time is required for ORD review of the RFP, RFQ or Solicitation document. Therefore, START EARLY, and notify ORD as soon as the PI has decided to submit a proposal for funding.

If UMB is applying directly to the Federal agency for funding, follow the procedure for Routing and Review of Agreement Proposals and Agreements.


Provide ORD with the complete hard copy or website address for the RFP, RFQ or Solicitation.

The Federal agency may require a letter of intent. ORD signature is not normally required, but a copy of the letter must be provided to ORD.

Contact your Contract and Grant Professional to set up a meeting to discuss contract proposal requirements, budget preparation, and preparation of forms and certifications.
