| Intergovernmental Personnel Assignment Agreements (IPA) Joint Personnel Agreements (JPA)
Process applies to: Baltimore VAMC IPA agreement and BREF JPA agreements. IPAs with other Federal agencies follow the full routing procedure. Signatures required by ORD: - The individual being assigned to the VA/BREF project must sign the agreement.
- The Principal Investigator or designee must sign the routing form (see item 2 below). The PI is normally the assignee's UMB supervisor and will be the name associated with the FAS account.
The department may require other signatures for internal purposes.
Expedited process: Baltimore VAMC IPA Agreements and JPA agreement with BREF will be processed through a modified, expedited routing process. The signature of the department chair and dean are not required. - For each IPA or JPA, complete the following sections of the routing form:
-- Title: include name of assignee in the title
-- Principal Investigator: PI for the account from which salary and fringe benefits of the assignee will be paid
-- Sponsor: Baltimore VAMC or BREF
-- Type of application
-- Type of activity: usually “research”
-- Type of award: contract
-- Budget information
- ORD requires that the routing form be signed by the person who has authority to commit the funds to be used to pay the IPA/JPA, for example, the principal investigator or his/her designee.
- Bring the signed routing form and signed agreement directly to ORD.
- For modifications to an IPA or JPA, the following are required:
- Revised agreement (mark block 1 as “Modification” or “Extension”) signed by assignee
- Routing form completed and signed in accordance with items 1 and 2 above
- Memorandum directed to ORD outlining the requested change. The memorandum must outline whether the change requested is:
- For an increase in the total amount of the IPA/JPA: Prepare a memorandum that outlines the amount to be added to the IPA/JPA.
- For an increase in the amount of the IPA/JPA and an extension in time: Prepare a memorandum that outlines the amount to be added to the IPA/JPA, the time period for the extension.
- For early termination of the IPA/JPA: Prepare a memorandum indicating the reduced amount of the award, the decrease in time.
