Review Criteria, Scoring, and Processes NOT-OD-09-054 ARRA FAQs New FAQ posted 4/17/09: Is there a limit on the cost of equipment that can be requested in Administrative Supplement, Competitive Revision, and/or NIH Challenge Grant applications? NIH defines equipment as an item of property that has an acquisition cost of $5,000 or more (unless the organization has established lower levels) and an expected service life of more than one year. NCRR’s shared instrumentation programs could be exploited requests for single items costing over $100,000 (each); however, the FY2009 receipt date for this program has passed. Requests for multiple items of equipment with an aggregate cost that exceeds $100,000 are permitted as part of an Administrative Supplement, Competitive Revision or NIH Challenge Grant application. Equipment requests made in the context of an Administrative Supplement, Competitive Revision or NIH Challenge Grant application should be well-justified in the context of the proposed research. All NIH ARRA grants will be subject to the recently announced review criteria and a new 9-point scoring system, and the prior appeals process will not be enforced. NIH grant awards will be subject to the HHS Standard Terms and Conditions for American Recovery and Reinvestment Act of 2009.
